9th SESSION OF PALILULA ASSEMBLY IS HELD

On the 9th regular session of the City Municipality of Palilula, which was held on Tuesday, December 10th, in the hall of NKC, after the adoption of the minutes of the preceding session, the council members discussed and approved the proposal of the decision on the budget Palilula for the year 2014. And this budget, according to Mayor Boban Dzunic, is restrictive and developmental for municipality of Palilula, regardless of significantly reduced funding for the realization of the basic functions, and the municipality must go forward, creating conditions through projects that improve the quality of life of its residents.
The conclusions on the initiative for proportional resource allocation of urban municipalities is adopted, and drafts are provided for decisions in the City budget for 2014, one concerning the rehabilitation of rural water supply and which will be forwarded to the City Council and the Assembly of the City of Niš. As stated by Milos Stojkovic, Palilula Assembly president, the territory of the City Municipality of Palilula consists of several villages such as Krušce , Mramor, Donje Vlase, Gabrovac, Berbatovo, Vukmanovo, Lalinac and Lalinske Pojate, which have rural water supply and which are not connected to city water, and where it is necessary to repair and to properly reconstruct the waterworks. Article 85 of Statute of the City of Nis prescribes duties for the city municipalities to carrie out. Section 11 provides that the City Municipality regulates and defines the use and management of rural water supply systems, wells, public wells and fountains. In the draft decision on the City budget for 2014, according to Stojkovic, the part of the budget relating to assets held for Department of Agriculture and Rural Development funds were allocated for the implementation of the program of construction of municipal infrastructure in rural areas - water supply network. In the opinion of representatives of the City Municipality of Palilula, the organization of the local government of the City of Niš is easier to identify and determine the real needs on the field, given the existing infrastructure, which follows the construction of water supply and thus take appropriate measures for the rehabilitation and reconstruction of water supply. The implementation of these activities should be proportional for selection and transfer of the funds rmarked for the rehabilitation of urban municipalities, and rural water supply.
